When I connect the negative cable my horn keeps blowing! What is wrong?

As Everett#2390 said it may be the activation wire is grounded or it may be something like I had with an issue of it being a defective replacement horn relay that had internally shorted.

What year, make and model car are you having issues with and what is being used for the horn relay (if one is even being used) ?.

A defective horn relay/key buzzer for my 68 from D&R Classics:

On mine when it had the defective horn relay, the horns kept blaring and I disconnected the wire to the horn but with the relay still energized it got very hot to the touch and also drained the battery down.

Mine had a stray strand break loose in the steering column. Go straight fine, turn horn honks. Look in the turn signal cancel module to make sure there are no shorts.
After weeks of chasing I found the stray strand, cut it and problem solved.
Retired for a cold one and horn starts blaring in the garage. Open the door to find a neighbor pushing the damn button.

Black wire that runs through steering column is a ground. Check the small spring in the steering wheel area. This spring is usually missing, or broke. I've seen folks use springs from a pen to replace; they usually work well. I've also seen where folks try to jury rig a coiled wire or other methods to replace that spring that short out, but this usually makes the horn blow constantly.

If you have no continuity from this black wire to ground, check that spring and the black wire for breaks.
